No, Bao Zhi is a fate-escapee. VHS can't give an OD body, like Sovereign Fetus. (Would be really pointless to spend 100k years refining it if just any body made by gu worms would do the trick to create a full OD.) Qinyang on the other hand is an OD by soul.
