If the author wanted to nerf the character, altering the fundamental physics of the fruit wasn't the way to do it. The Glint-Glint Fruit turns the user into light, so it should move at light speed. It would have been much better to balance the MC using the crossover rules—like massive chakra drain or the inability to react at that speed—rather than rewriting how the power works. Nerfing the speed like this just defeats the whole purpose of choosing this specific fruit.
