Technically, Loki is part Aesir, so he qualifies as a god, but Hela is basically just all Jotun, so she is not considered a true goddess, though she does govern the dead.

I doubt she would have any desire to get involved with her Father's affairs in this story when he all but abandoned all three of them; she would be ambivalent, honestly, since she's never had a 'pure' soul in Helheim—those all went to Valhalla or elsewhere.
