It probably comes down to the cost of R&D. plus the age of sail ended extremely rapidly when engines became a thing. most likely the potential costs and duration of the research and development over the easy to spot ways to improve upon engine powered ships got everything sail related thrown in the bin for being to incrementally small in potential gains with the technology at the time.
who?
this is some chinese fic translated isnt it...
see it this way, most authors know jack about ships in general, likely have never been on anything more than an inflatable row boat for kids or a mechanised ferry if that. their only reference is movies and tv or the local harbour if they live at the sea. Theyre likely to know nothing beyond the general shape of a ship by the way of a childs drawing. I mean, you see it with city boys hailing crop rotations as the salvation for the north all the time. ignoring the fact that 3 crop rotation was widespread enough in the year ~1000 and only 4 crop rotation which did not change all that much, was later than the medieval era sometime in the late 1600s. completely ignoring the more modern methods of composting/fertiliser and depending on the climate various solutions to the struggles there in... they're dreamers who dream of using concepts they know nothing about to reach greatness in places theyre unlikely not to already exist
