They would say foreign space because they live that time period snd in that reality, they wouldn't say overseas because that term/phrasing wouldn't be used in the galactic scale. if they really did keep a sea terminology for space it would most likely be most likely across the stars or across the cosmic seas. um doesn't his powers entirely rely on his GENETICS due to the fact that they created a serum to alter his GENETICS... if he becomes an android he loses his ability to connect to the time and be a time lord due to the fact that no matter how well Tia replicates his "brain" in the android, it wouldn't be organic and as such still not allow him to connect since being a time lord clearly rely on being an organic being since the naruko chose the organic route over synthetic route in their history of evolution
