I think its becuase of the universe LAWS. Campione universe autorithy possesion is done after a god is slayed via ritual and interference of a goddess, Pandora. She facilitates this process. DxD gods have died before but their autorithyes were not taken. Each world/universe has its own laws which react differently in the same situation. Tho idk if the 2nd and after god slayed after becoming a campione makes this process automatic or still needs pandora to a degree.

I think true magic is refered as humans potential for FUTURE MAGECRAFT or technology. Since it is often stated, it can not be achieved now, best bet is that humans will discover how to work with dimension crossing and stuff related to true magic at some point, therefore rendering them as science or magecraft, not miracles.

Its because it was an all out cluster f**k for Will. Everything he tried was countered with as much effort as a snap from Goetia. Even Chaldea "escaping" was done by Goetia playing with them, being able to return and destroy them at anytime. The meaningfull source of damage on his person was basically almost sacrificing Jeanne to fuel Big G's spear with Holy element to just ward him off, instead jalter taking the brunt for this one, with the spear coming back from an overload, cracked all over. Depending how much damage Goetia sustained, they are just bidding their time till he actively opposes chaldea instead of being a watcher. So yeah, this is a BIG mess to deal with.
