that's just contradictory. Hikone is the one that said his bankai is made for small fry. Shunsui confirmed the opposite in the very next chapter when he said that shinjis bankai would work on him. So anybody around shunsuis level of spirit energy and below will be affected. Just because it doesnt work on hikone doesnt mean it only works on small fry.

I enjoy stories like this where an all powerful dad (or mom) takes care of and/or spoils their child and normally these stories are in a modern setting so this story with it being set in a magic world is cool.
