all the kage had atleast tailed beast level chakra. it may be only one tail level. otherwise they wouldn't be kages. also they had the quantity not dense chakra like the tailed beasts. it is why tailed beast were different.

that's not the case. byakugan can see it. neji either didn't focused on it or because of plot. byakugan is far more powerful than people give it credit.

chakra had major effect on physical body and soul. rather than physics. after all the amount of evolution shinobi have undergone in a thousand years is enormous.
