that's because he's acted them already and by stating the principles he's summarising rules for what he's already doing. it's like if you're heading someplace and you can see a progress bar showing how close you are to it, you can move randomly and figure out the general direction, and then if you take out a map to confirm where to go your progress will increase faster.
