He just needs to own his own planets he is still free to leave it and let the planet loving members stay there and act as a clan spawner and recruitment base while Ves does whatever he wants. He doesn't even need to manage it personally they have a lot of talents willing to do the job.

This would be a lot more reasonable and believable if the vehicles can't go Turbojet at all cause mach speed is just too much especially for the common citizen. Wouldn't it be better to use those resources to make more battleships or make more colonies cause the amount of material reinforcement needed to be used to make 1 city is just too wasteful.

I don't want to be that guy but this being the future the roads and buildings should already have CCTV so they should know his identity already cause even now in modern day we have cameras on roads recording for traffic violations China being the number one example.
