No, it doesn't... the human potential in DxD is so pathetic that their numbers don't mean anything. For humans, reaching Level 3 High Class is almost an unheard-of achievement (I'm always talking about pure humans, meaning no Bloodlines, no Hybrids, no Artifacts, no Soul-Bound Equipment... nothing... just their talent for Magic or some other type of Energy like Chi), and for the long history of humanity, Vasco Strada was the sole person who reached the Ultimate-Class on his own efforts. Compare it to other races, like Devils who reach High-Class just by maturing, or Asuras or Aesir who reach it after some training...

Not really. I just believe that people deep inside them have a psychological need to enjoy violence and the feeling of power over other beings, which violence gives them.
