The DxD ranking is based on a social system, not an actual description of how powerful an individual is. The only ones we know who are powerful are those who are at the top of the social system because they are so powerful that they would not accept being lower or taking orders from someone who is so much weaker than them even if they were socially more powerful. It's a method to prevent dissention.
