yes it is and the game is heavily penalizing going to it. it's a competitive game. every hour spent in real life means you're competitors/enemies have gained a 24hr advantage over you which can be massive. considering this game is many players livelihood it is an extremely harsh setting.
you're right. the author could make this a mandatory skill for everyone on the planet that for some dumb reason is still shown in the system panel. or maybe the mc is incapable of understanding anything he hears without activating the skill. either set up is frankly dumb. having a passive language skill (and if it's a passive it should be a support) to understand people in a foreign world/nation makes sense. anything else is ridiculous or OP (i.e. mc automatically knows all ancient magic languages perfectly and is now the most powerful mage to ever live)
its assumed because the only time languages are a skill in litrpg books is if it gives complete mastery of all languages. even then it's only a passive support skill. providing zero benefits to crafting or combat.
