Pandora Protocol
A sea region situated more than six hundred thousand miles from the mainland of Mexico, where Clarion Island – now known as Zero Zone – was resided.
Clarion Island; one of the most remote of Revillagigedo Islands that once belonged to the State of Mexico, was bought by United States to establish the largest nuclear reactor research and development center in the world. Nearly ninety percent of the world's energy demand was met by hundreds of nuclear reactors. The scarcity of coal, oil, and natural gas was the sole reason, making an entire earth's population to depend on the uninhabited island covering an area of twenty square kilometers.

The energy discharge of four hundred nuclear reactors that occurred simultaneously, creating explosive power of more than seventy thousand megatons of TNT – more than capable of obliterating Clarion Island in a blink of an eye. A catastrophe worse thousands of times than The Chernobyl Disaster. And it couldn't even be measured within INES scale – simply went off the chart.
The radioactive waste wasn't the only concern, but also megatsunami waves caused by the explosion and the sinking of Clarion Island buried all small islands around the Pacific Ocean into the azure sand by megatsunami's waves as high as fifteen thousand feet continuing to hurtle seemingly without anyone or anything could stop it.

Therefore, an organization was founded, yclept Avodance… with the sole purpose was to explore Zero Zone and to find such a miracle. Two years of exploring they did, and finally found it upon excavating ruins of hundreds nuclear reactors that once was a prosperous island.
A stone, similar to a crystal for its transparent structure, rough texture of a perfect spherical shape and blackish purple in color.
They ultimately labeled the gemlike stone, Hailagma.
They soon realized that Hailagma was emitting unknown energy infinitely times greater than Clarion Explosion. Such energy seemingly came from the blackish purple aura cloaking Hailagma, whose energy could've been used as the new energy supply, in fact too much for the remnants of the world survivors. So that they later altered their purpose for existing… from seeking to preserving,
After the discovery of Hailagma, they tried to reach a term with the remaining nineteen countries to seal the huge energy and to isolate Zero Zone from the interference of others, and only their affiliation had the authority over the place.
