Tom Marks, the newly promoted Detective had to relocate due to his promotion. He is not only an upstanding member of the Police department, but he is also the youngest Police officer to make Detective. Upon his arrival, he notices that the law that he swears to uphold isn't always as black and white in L.A. He finds that there are two types of law, one for the criminals, and one for the rich and famous. Detective Tom Marks soon has to start bending to their rules to accommodate the criminals that he swears to put behind bars to keep his job. After an encounter with the local district attorney, Madison McKenna, he does not feel so alone anymore in his quest to uphold the law and put criminals behind bars, keeping them there for as long as they possibly can. Together they seem to be able to face anything. But Detective Marks is soon faced with a new type of evil, something he has never dealt with before, his very own demons that lead him down a path of no return. Will Madison be able to bring him back? Will performing his duties cost him everything, will he survive. Will he find love in it all?

Here's what happened last time on licensed to kill

Madison said yes, and she kissed me. We each share a glass of champagne and eat Madison's favorite chili cheese fries. We sit and enjoy the sunset. I tell Madison that there are much more surprises to come, and we have to leave. We get into the limousine and drive home. Charlotte greets us at the front door, very excited. Madison and I get dressed, and we leave for the airport. Madison wants to know what is going on and where we are going. We stop at the airport, and she notices we are not at LAX. We walk to the plane, and the Captain tells us that we are ready to take off.

Madison looks confused after finding out that we are heading for Paris and asks me;
