Only living beings that reached level 15 were able to create worlds.

Or rather, they were able to create life on a plane. Nailisi was only level 10, but she already doing it. It was very important to her. She had taken a human form instinctively, taking in her double into her current form.

Her human form was her weakest, and having one weak form affected her advancement.

The power of creating worlds was fed back to her human form, which was helped to digest by her double. Nailisi's human form began to evolve.

She needed to guide it using her experience. Since she did not have that, she mimicked Sika, using whatever knowledge she gained from observing Sika to modify her current human form.

Sika's body was a work of perfection. The ratio of bone structure to muscles enabled her power to reach the peak of permissible limits. The working of energy in Sika was very unusual, as if it was a grand swordmaster wielding sword aura at all times.
