Batman has been playing a big game from the beginning.
From the perspective of a bystander, Batman's actions over the years have been quite strange, far beyond the realm of normal people. It doesn't seem like something a super genius who can invent so many advanced devices could do.
Batman doesn't lack friends, haven't these people advised him? Surely not everyone around him is insane, right? Surely all the people around him couldn't fail to see that the truly effective way to save Gotham is not to play games with the madmen?
The Penguin wondered, am I thinking too shallowly?
He returned his attention to the plan again. After reading it carefully again, the Penguin became more confident in his speculation.
The majority of points mentioned in this plan are spot-on, and there are no problems with the proposed solutions, but there is a slight deficiency in the actual execution. It's as if the person didn't really live in Gotham, hence the lack of understanding of some details.
It's completely understandable. No matter how brilliant Batman is, he is just an armchair strategist. The whole East Coast doesn't have a place for him to practice. Even if he could use his highly intelligent mind to thoroughly understand and subtly guide all situations, there would definitely be a lack in the details.
The more he thought about it, the more he felt that everything was adding up, and the Penguin's heart began to pound uncontrollably.
If Batman has been secretly training Peter Parker and recruiting real young heroes as a cover, now that Peter has made his move, does it mean Batman is really planning to act?
Danger or opportunity?
A huge danger...A huge opportunity!
Any great power player is not afraid to take risks. The Penguin gritted his teeth and stared at Peter, asking, "What do you want me to do?"
As soon as Peter opened his mouth, the Penguin knew he had made the right bet-"Do everything possible to let your partners know that the military and the Federal Bureau of Investigation have been defeated in Gotham."
America, Washington D.C, FBI Headquarters, 10:00PM.
The hurried footsteps of high heels echoed at the end of the corridor. As Bruce Wayne followed the investigator around the corner, he saw Amanda Waller's face, dark as the bottom of a pot.
"This way please, Mr. Wayne, you've really given us quite a surprise." Amanda's voice was at rock bottom, but she still extended a hand toward the office beside her.
Bruce looked at her, went into the office first. He didn't expect Amanda to come in alone. After walking in, she held the doorknob and told the investigators outside, "Stay here, don't let anyone approach. Wait for me to call you before opening the door."
With a bang, the door was closed. Amanda's arm muscles were still a bit shaky when she turned around.
As she turned around, she saw Bruce Wayne standing under the only ceiling light. His face was partially submerged in the shadow, his posture relaxed, twirling the signet ring on his right hand with his left hand.
The family crest on the signet ring was glaring. Amanda swallowed, took a deep breath, and coldly stared at Bruce, "I don't know what you're up to, Mr. Wayne, but you've crossed the line."
Bruce Wayne didn't say a word, because he wanted to know what Amanda was referring to. He could see that Amanda was in a panic, and was just pretending to be calm, so he didn't need to inquire anymore, she would naturally spill the beans.
"I know Gotham is your territory, but you can't use it to hold all of us hostage, it's not ethical! Bruce Wayne!"
Bruce remained silent, but his skill in oppressing others with silence matched his lack of eloquence.
And it was clear Amanda couldn't handle that pressure anymore.
"I don't know what you've done to them, Anginfu, Lyle, even Sal Noobs! You're insane, Bruce Wayne, do you realize this isn't something that can be brought up openly!"
"Are you trying to coerce me, huh? I really had you figured wrong!" Amanda gritted her teeth, "if this is all your doing, I can only say, you won, Wayne!"
"Twenty years! You waited twenty years, just to eat all of us in one bite!" Amanda's neck muscles began to spasm, she started nodding uncontrollably, "well done, are you expecting me to throw you a celebration party?"
And Bruce Wayne just silently watched her.
Bruce was wondering, since when have people around him started talking to themselves?
Batman was finally beginning to reap what he sowed. His mind was flooded with a barrage of disjointed words, the other party offered no explanations, and kept using body language to imply "you should know more than I do".
This was generally something Batman would do.
But Batman really had no idea what Amanda was talking about. He had some impression of the names she mentioned, but not much. Most of them were the surnames of family businesses, probably big businesses, but none as big as the Wayne family.
Then Amanda mentioned some names he was more familiar with.
"I really don't understand how you can convince that old stick-in-the-mud Steven," Amanda was offloading her feelings, "even General Raven couldn't move him, the man is like a stone in a pit, not moving for thirty years!"
With this description and name, Batman immediately remembered a shareholder of Wayne Enterprises, an old shareholder who is only half a generation younger than his grandfather. He didn't hold many shares, but he did hold stocks in at least five other major companies.
"And Roana, the man even went to France. What offer did you make him that he couldn't forget to check even after leaving? Did you offer him your high-profile girlfriend?"
Another Wayne Enterprises shareholder that Batman considered. He seldom appears at shareholder meetings, but controls some rare metal import and export channels in NATO countries. Batman remembered him as a reserved but pragmatic man.
"Flana! For God's sake, I'm starting to think you are agreeing with this German to establish concentration camps in Gotham! He's holding a knife to our throats, and you're commanding it!"
A German, or perhaps Austrian. Batman remembered that this one was a little more familiar. However, he always came up with bizarre ideas, and didn't get along with Bruce Wayne.
What did the board of Wayne Enterprises do?
Just as Batman was considering this question, Amanda finally drained her emotions. She let out a long sigh, crossed her arms, and looked at Batman.
"Alright, let's stop wasting time. Now that you've seen the light, let's get down to business."
"You took away the FBI's power to turn a blind eye to certain transactions, lit a fire on our boss's head, what are you planning to use to smooth things over?"
