Ndulou suspects that the children are making up stories to protect themselves. He doesn't believe them yet that the second prince is their father, because if the second prince and their mother were both princesses, there's no way the king would allow the two to have offspring from such a relationship.
The kingdom abandoned the idea of royal intermarriage a long time ago, and incest, or marrying with the same blood, is now illegal. Also, anyone caught in such a relationship will be punished by having their private parts cut off.
It is just ironic that the king does not allow intermarriage but allows polygamy. From Ndulou's perspective, both are worth punishing for.
