After gaining Midoriya's allegiance Shen had reached his goal. He could count on the fact that Midoriya would stay loyal as he continued to enhance his abilities. And as for actually getting him to kill and what not he would deal with it later. In any case, Shen planned on staying in the Bleach Universe for around a week so he could take his time.

On certain days he would increase Midoriya's Spiritual Energy cap, and on other days he would focus on things more System related. 'I wonder if it could get me to level 100.' Thinking to himself while lying down in his room, Shen thought about a long time issue and an epiphany he had in the MHA Universe.

His main method of getting stronger relied on killing, while the second method involved Image Training. There was a rather clear reason why Shen didn't simply farm Hollows. Even giving XP in the double digits if he spawned millions of them it would be easy leveling right? 'Of course, the System put a spawn limit in place.'

With it always trying to limit him from cheating or doing something broken he wasn't surprised. But this time he personally felt like he had outsmarted even the System. Going back to the kill rules Shen gained XP if what he killed was stronger than a normal human. But MHA is a world where almost everyone has a quirk.

So theoretically if he was to gather every hero and villain in one place. And assuming their quirks were not useless Shen did the math in his head. There was a potential profit of millions of XP and thousands of SP. It was for this reason that Shen even bothered having a clone announce him in front of the UA staff.

And so after a few more minutes of thinking, Shen could come up with a basic outline of a plan. Step One: Become someone dangerous enough to force both heroes and villains to see him as a threat. That step was almost done after his Hosu City stunt he just needed to publicize it. Step Two: Do something that will force them all to gather up and work together.

Though it was obvious people in the world of anime were thick-headed and stubborn. He would have to put out a threat and not just a normal one. Something so imposing and so dangerous that it would force even this world's strongest to realize their hate for one another had to be shoved to the side.

And finally, the last step would be the most fun. Making sure the entire battle is viewed by the public. And when he crushes all of them in one swell swoop. When the worlds strongest fail to stop Shen he doubted anyone would resist when he took over. "Ugh alright, that's enough thinking for one day."

All this was planned in his head after all. He was sure some things would happen differently so he would take it one step at a time. Soon Shen and Midoriya's week-long away from home visit came to an end. When Shen wasn't with him, Midoriya spent a lot of his time with Rukia and Orihime.

He didn't know if it was the protagonist aura but pretty much everyone liked him. Meeting up back in the throne room, Midoriya waved at Rukia and Orihime when he prepared to leave. "Bye!" Staring at Midoriya for a moment Shen shook his head. When he returned to the Bleach Universe he had gotten rid of his clone so right before he left he remembered to create another one.

And finally with nothing left to do they went back to the MHA Universe. "That was amazing! They were both so nice and everything was so different there." As Midoriya blabbered on about his time in the other universe Shen was pleasantly surprised at the progress in the warehouse. Although it had only been a day everything had already started looking more hospitable.

"Senior Urahara did you make all of this using Reishi? Can you teach me?" Sensing what most of the things in the warehouse were made of, MIdoriya was eager to learn. And for once Shen actually chipped in and told Urahara to teach him. He was personally too lazy to spend his time building and was lucky Urahara enjoyed it. So obviously he wouldn't mind having another person willing to build.

Now that he had been gone for effectively a day he wanted to check on things and indeed a lot of things happened in one day. With an entire city seemingly disappearing it was only a matter of time till the public audience knew about it meaning there would be panic. So trying to take things by the reins before that happened, heroes in collaboration with the police force and UA made an announcement and answered some pressing questions.

Standing on stage was both the hero Kamui Woods and Ryukyu. Facing a large crowd with dozens of cameras, microphones along with press and media outlets it was clear this whole thing was just waiting to blow up. Taking a step forward Kamui Wood began to give out a speech they had prepared.

"The matter of Hosu City is currently being dealt with as quickly as possible. Along with search efforts for civilians, we are also trying to find the group responsible for this injustice. We hope that you can show your support by reporting any suspicious activity you may have spotted. There are currently only two known members of this group, however..."

This speech continued for another ten minutes covering simple things but it didn't quell any of the reporter's curiosity and when questions were finally being taken it was a swarm. One female reporter raised her hand and spoke out amongst the crowd. "You have said you are taking efforts but what efforts exactly? We haven't received any word from the number one hero All MIght and you still haven't discussed how the group was able to lift an entire city into the sky."

This time an official from the police department stepped in. "Sadly that information must be kept confidential however I assure you we are working hard with UA and other heroes to figure this out. As for All Might, he is assisting us as best he can in this situation." They couldn't mention the fact the number one hero All Might was currently missing an arm.

Then another reporter this time a male spoke up. "We have been told you have all known about this group since their first attack on Hosu City. Why didn't you order an evacuation or some sort of warning to the citizens beforehand? And if you were unable to do so why?" Watching these reporters go at it was fun for Shen.

Though it wasn't perfect this was the type of response he wanted. They were being backed into a corner and sooner or later they would have to try and push back. Once again the police department official stepped in and spoke. "We were not aware of this threat nor did we know it was to be taken seriously. You must understand we receive many warnings from would-be villains every day. Though we refrained from sending All Might you can see we sent Kamui Woods and Ryukyu instead. Sadly they didn't arrive on time."

One after another more and more questions were being asked until finally, it was over at least in the public eye. However, inside of UA, the conference room was being used as a temporary meeting place between the heroes and the police force. "So All MIght won't be able to join us?" The police force official from before questioned Nezu.

"Yes, we don't know how but whatever that masked man cut All Might with is slowing the regeneration of recovery girl's quirk. In the meantime, we will have to make do with the heroes in this city." Letting the official knowledge of the grim situation, Nezu shook his head. "I see... Well then let us get this meeting underway."

Meanwhile, Shen had seen all he needed to see. Although he didn't bother to check on UA personally he knew they had absolutely no idea what they were going to do. Let alone not having the number one hero to back them up Shen didn't plan on staying silent either. Making his way all the way back to the warehouse, Shen saw Urahara was still teaching Midoriya.

'I wonder how I can use him during this…' He did truly plan to make mIdoriya the representative of the MHA Universe. You never know if that protagonist charm will help keep people in line. Though he would still need to toughen him up first. After thinking to himself for a moment Shen shook off the thought as he called out.

"Urahara come here." Hearing Shen needed him for something for him, Urahara stopped teaching Midoriya for the time being. "Yes, Master Shen?" Seeing a strange glint in Shen's eye Urahara took his next orders seriously. "I told you I don't want to spend too much time in this universe so let's prepare to start their preparation countdown. How long would it take you to create a device that can create a live feed to every electronic device in this city and surrounding ones?"

Hearing what Shen required, Urahara thought to himself for a moment. "It would take me a week in half if not more." He was a genius but technology isn't his forte. Of course, if Shen required it he would complete it to his best abilities. Taking away the time he would need to study a week and a half would be the best time possible.

Hearing how long it would take Shen felt that was perfectly adequate. He was in no rush but no reason to waste time either. Just from the fact, some events from the original show hadn't taken place yet means the major villainous forces have noticed him. He was going to push them into a corner just like he did to UA.

If they wanted their plans to play out, then they would have to deal with him first. And of course the moment they actually tried they would die.

Finally getting to the action-packed part of this universe. (Which is my favorite part to write.) Hope you enjoyed this chapter and uh ya.
