I can understand where you're coming from. Honestly, I want Astra to join more missions too, but because of her talents and skills, she needs several ship girls that can work together with her before she can really show her full strength. Right now, Aurelian is mostly doing smaller hit-and-run missions and quick operations rather than large fleet battles, so bringing Astra along wouldn't let her contribute as much as she will later on. As the story progresses and the scale of the battles gets bigger, Astra will slowly become a bigger part of the main fighting force since those are the kinds of battles where she shines the most. As for Rhoswen, Aurelian isn't really being passive with her. He's more just indulging her personality a bit. Rhoswen is naturally outgoing and proactive, while Aurelian is someone who stays calm and doesn't let things get to his head. Because of that contrast, it can sometimes look like he's being passive when it's really just how he handles people.
