Sequence Of Rain
Storms in Veyra arrive in six movements, and almost nobody in the city knows the order they come in. Marek Vale knows, because he cuts and repairs the sequence glass and the instruments the Weather Office's warnings run on, and because he is the sort of man who reads a cracked plate instead of throwing it out unread.
What he finds out is worse than a broken instrument. A read is free. A witnessed claim is not: a place, a trigger, an effect, and a person who accepts it. Bind a forecast and it becomes dependable by displacing the nearest turn that contradicts it, and the turn it displaces was somebody's real option. A repair convoy that no longer leaves. A route a district can no longer choose. A harvest, a message, an evacuation, a decision another family was going to make for itself. The cost is never refunded, and a false claim spends before it rebounds.
So the question running through the book is not whether Marek can be right. It is who is allowed to be right, about whose ground, at whose expense, and who is asked.
The opposition is institutional and sincere. A records office that quietly reclassifies readings nobody acted on, so that no one can later prove there was ever anything there. A supervisor who buries a spend that happened on his watch. A market that sells forecast windows so that other people cannot prepare. District chairs who refuse his claims and turn out to be right. An archivist who carried out an order she was afraid to refuse. And Cassian Rook, the director, a rescue captain whose competence was earned in a real disaster, who signed the emergency order that cut a failing tower off the weather engine under the city, had the evidence of it deleted, and has argued for twenty years that a city cannot survive a public argument about probability.
Over the length the reader watches a competent man lose his post, his private certainty, and finally his ability to read a sequence by himself, beside an airship captain who will not move a boat on a forecast whose cost line is empty and a storm warden who keeps the low ground. He learns to publish uncertainty before he acts instead of after.
What replaces those things is not a stronger power. It is other people in rooms, with claims of their own and the right to refuse him, and weather that stays dangerous whatever the record says. The last movement asks whether a city facing its worst convergence will be handed one final answer, or whether the people living inside the forecast will be asked to choose.
