webnovel will buy the 1st 40 chapters also will pay for the translator.But it does not mean they already own the novel,They have rights to translate few couple of chapters(40) because they buy it but they dont own the whole novel.They will continue the negotiation and buy the remaining untranslated chapters after the novel is selected or win by votings.
