Not on low level remember gym leaders in games generally have Pokémon around 30-40 which I presume to be gym lvl. After which is 40-60 elite 4 and 60-80 is champion level but since the world here is different it might be different (Note:It’s my guess but it probably isn’t true)

It would be too broken (rare candy plus Pokémon that could be level 100 or even legendary ones that could be brought would unbalance the world too much) I really hope that doesn’t happen but it has probably already happened hasn’t it?
