He has been using the system, but in terms of missions he won’t have a mission until the goodwill event. He will however recieve rewards for a hidden mission when he defeats his first special grade curse. In terms of him using the systems stat points, he’s been using them periodically throughout these past 2 months it just felt like filler writing every time he used his stat points to level up. The reason why the system was so active in the beginning is because Kaito did not have a goal and was just going through the motions so the system was there to guide him to the right path. After chapter 13, when the mc finally had a goal and was taking an active role in his new life, the system did not need to give multiple quests. Plus, Kaito finished a quest from the system a few days ago which is how he got SS+ cursed energy control. I hope I explained it well

His status is based on how the jujutsu world perceives him. We know he’s special grade, Gojo knows he’s special grade, but he’s only officially done one mission which was an utter failure. You have to do missions to get higher than grade 2

They could sense it, but they would assume that he is from a sorcerer family of some sort. Not that he has little control over it.
