Naw even if he had all the legions gene seed i see him a lesser emperor at best or just a very strong primarch eventually because the emperor was a broken main character to be blunt

Its often pointed out even The Emperor was more a hands off kind of guy he only stepped in every once in a while when humanity needed him so i always just pictured the primarchs as sector oversight they would only act when needed after the crusade and just continue advancing humanity and exploring the ever expanding universe while being a terrifying deterrent when needed because i don't see him surrendering his ship and Sovereign said he would only ever serve Franklin
