The system is trying to force a plot where Madara has ems but Because only one of the twins seem to be able to awaken it Madara decided to give his eyes to izuna probably because of his affection for izuna. Now the system needs Madara to have ems so it intervened and made it possible to switch their eyes At least that is my head Canon right now
