Proly not a new god in the sense that Darkseid is a new god, he’s more similar to let’s say Raava or Vaatu from Avatar since he was an energy based being that transcended.

You make it like he’s killing everyone, mera is still alive and the Atlanteans are as well so, who else did he kill? Technically he didn’t even kill Mera, Gartd attack did but he brought her back anyway.
