I think this is the most logical outcome, although by dogma helping others is the most important thing, not long ago there was a war over religion, where rebels who follow the faith of the seven killed protestant followers, where people fought and died for religion and now those same people are coming back begging for food and to be let in, many wonder what happens if they fill cities and again they rebel and even if they have food what happens if the winter is the worst ever seen and there is no food for everyone but that is more from the point of view of the rulers than the common people.

Considering that the koprulu sector, the terran domain, is close to the tau empire and therefore quite close to macrage and as the story should be between 20-30 years before the resurrection of the ultramarine primarch they may or may not be in the area when the primarch seeks to stabilize the empire.

I would say a combination of the terran ghost abilities used for infiltration and manipulation and some protoss abilities to enhance that psionic force but he clearly wouldn't know how to use the warp, probably further training, only that his innate abilities would greatly improve, ability to read deeper memories, mentally manipulate more people, or stronger psionic storms.
