Kaido frankly wouldn’t have a chance facing two admirals at once, prime Whitebeard likely isn’t all that much stronger. He could at least fight against two at once, but winning is probably still impossible

It’s not a short time frame though. Kakuzu was 50 chapters ago, there’s been a whole timeskip since then. And Yu didn’t “fail” to kill the bounty office guy, he let that guy live. Orochimaru was obviously gonna survive anything, so Onoki is pretty much the only guy he was really going after that managed to survive.
