Yeah, he can use it like that. The problem is on his mentality. He grew up with the thought of being an antagonist of the world or loser and he us committed to that role. He never used his ability like that because he consider winning as impossible for him. Also, everything that is altered by his ability is now considered 'natural'. Just like how he erased all the colors in the world once and only left black and white, the last two colors became natural phenomenon
