I think they do recruit chaos realm masters as you'll see later in the chapter where they tried to recruit Luo Feng so I think they will provide one of those as support. I think it's just that a peak chaos realm wouldn't be able to act like this god king in Chu Capital and do what he does so they send him to recruit/scout.

Yeah I agree, I hope a war breaks out between the Thunder and Yan Feng kingdom so we can finally see some action. I think this is just one of those cultivation arcs which will definitely bore the reader out of their mind.
