Only the forest of death has entrance rules per canon. There was no mention of rules for the others, and we have officially seen civilians at least once in the anime at one of the training grounds, the one where Jiraiya teaches Naruto for the first time. He spies on the three civilian young women who are playing inside the shallow waters at the foot of a waterfall.

At that time, it wasn't every wizard that could do it. From the 12nd to 16th century this kind of ability was only common among those big old families. The common wizards barely even knew how to use magic and because they used to suppress themselves to avoid trouble, some ended up turning into that black aberration from the new movies.
Above all else, the biggest problem is writing quality. It's definitely among the worse ones in this platform. The author wants to write in English but uses the Brazilian format, this is simply annoying and makes the reading experience go down a notch. Overall, the writing needs to improve ASAP, as it's truly the biggest sin of this fanfic.
These are the workers of very amateur Brazilian writers. As a Brazilian myself, I too find it very annoying whenever someone writes in English using this format.

Consider that for every wizard, there was like an army of muggles. They had a bunch of weapons, enough gold to siege a city, ammunition enough for a war, and their only goal was to hunt weirdos calling themselves mages. I don't think mages at that time had the ability to resist so many rats biting them.
Lorewise this is just the best result and not a restriction. People can even use their own hair or blood as a core when asking wandmakers to make a wand for them. If you don't remember, they can always pick up any wand on the steet and use it, just take a while to get used to them.
