The moment you start to breakthrough and the Inner Demon assaults you, you forget every bit of confidence and motivation you had before, and you have to deal with everything that worries you or you fear. Alex was worried about failure, about the Dragon Emperor having tricks up his sleeve. He even worried about the Inner Demon itself failing him at such a crucial time. That was why he didn't do it. The only reason it worked later on is because he was way past the point where all his worries had come true or had been dealt with. and there was little what the Inner Demon could use against him.

I specifically worded it like that because those people wouldn't really know. They see Hannah's cultivation base and think she's the strongest, even though Alex has the greater feat.
