It's a negative/positive reinforcement plus a dependency system. The servants know that someone can control them, they have the fabricated memories of their past, they know their controller can strengthen them if they follow their command. That much is quite enough to keep those below Special Jonin ranks in line but those above might still have misgiving but those negative thoughts are erased automatically by the system and the controller is informed of the misgivings. As for Kage level 'subordinates,' they are much more independent. Kind of like the 'Reanimation jutsu' They have their free wills but the system can stop them having negative thoughts about the controller and make them a bit more positive towards the controller but that's about it. (Unless they are cultivated from the scratch.)
