Jude is never delayed in getting stronger, only at the beginning where he chooses to strengthen his body instead of forming his core faster. As for babysitting Arthur, he only trains him a bit like a brother should and leaves him to his own devices so I don't understand what you mean. The story is lot from Arthur's perspective in the beginning yes but that is just to add another angle to the story.
