Why not request some help connecting with some people in government run businesses to see about contracting the production rights out to the for a % of profits.. something like he takes 25% of the profits of every car produced and sold paid every 2 to 3 months (so 4 to 6 times a year) and then he can use those connections with the government run companies to then start producing the robot.

If he knows anything about world history and history of politics he could maybe make some money by giving people information.. for instance he could pass information to the royal family about princess diana being killed, pass information to the USA about 9/11/2001 and the people behind it, etc..
