take ibuprofen and Tylenol (any over the counter stuff should work), while applying an ice pack of some kind should help, if you can raise the hand (at least above the heart) to let gravity pull most of the blood away from the hand (swelling is increased blood flow basically) it should also help

it could be a case where electric weapons were so inefficient no one uses them, so no one builds defense for them
