The Stats in Fate only apply to Servants, and even the Divine Spirits Servants are still Servants, fragments of a whole made to fit a certain container. That is why Fate Ares might have only maybe A+ - A+++ across his stats, but that's only the Servant vessel that have that stat. Also, EX doesn't mean above A, it means immeasurable, that there would be no consistent result if you try to measure it.
