And even then... if someone do this in a fanfic, they should include other ninja villages showing dissatisfaction during the chuunin exams. since having 4 on 1 team is unfair. It is ok as long as it isn't doing exams which break the rules, that the villages agreed on, or they should make it so all teams have 4 members.

thats the wrong phrase. here you write Natsu is the reincarnation of Naruto and not the other way around.

I think you should have set a max on the amount of dojutsu he could have. which should've 2, 1 for each eye unless your making him 3-eyed (could be hidden with henge since he has the one that makes byakugan unable to see though henge). it makes no sense to be able to use different dojutsu in one eye. he could have all bloodline limits and everything he want, but I think 2 dojutsu should be max. other than that, not a bad story for now.
