The reason why Reef dared to say so was naturally because he was an MT himself, so he was not afraid of Steel File's explosive shield throwing ability. Moreover, Reef's 'Cardiac Shattering Roar' was actually an insane AoE ability in its own right, especially so now that it had gained precedence. Once Steel File was slowed down, he would find it difficult to get rid of Reef.
