Thanks to his newly updated Skill he could now see the upper limit of all his people offering up scholarship type rewards to further increase their current levels to achieve greater heights, his own inspection of course did not show an upper limit most likely due to his own possibility for growth thanks to the system there was no limit displayed which could mean the typical limitation of reaching level 100 was not the true cap any longer, and if that is the case his overall points total likewise could rise increasingly higher.

Thanks to this he'd instituted a requirement to join the Praetorians beyond the purely loyal existing praetorian tribe, to further increase the Royal guards to become a true unit as their present numbers were less than a full legion barely composing a full Cohort at this point, for those capable of actively fighting right now.

With the opening of applications for the Praetorians one first needed to have at least an 80 for their loyalty level and secondly their powerlevel overall limited needed to be 80 or higher as well.

Their current Power Level did not need to be this high as they could be trained up as recruit to create the future Emperors most elite fighting force.

Applications to the newly created universities likewise followed a similar suit as only those with Intelligence level that capped over 70 were allowed admittance.

The greatest issue with modern society back on earth was the ability for anyone to attend a university or college whether their belong to be there or not flooding the job market with literally tons of graduates possessing degrees and doctorates lowering the overall value of such things which resulted in possessors of Master's and Bachelor degrees to work low wage jobs and positions simply because positions equal to their attained knowledge were already taken by others who'd attained their studies years earlier in life.

By setting the limit on only the truly intelligent getting the right to attend university, the masses could attend Primary and Middle school for free attaining a basic knowledge, while paying to attend High School and those who graduated High school would produce a system report for Julius displaying those who had high Intelligence limits who'd be invited to join their local University.

This would allow his people to increase their overall knowledge with the belief that he'd bettered their lives by allowing them freedom, but not so much knowledge that would incite them to attempt to overthrow his ruling.

In essence moving them from the small cage they knew secretly into a larger cage that made it so that they didn't realize they were still being caged to begin with.

This also allowed the release of wood block printed materials such as national newspapers that allowed the state to publish news as they wanted and thanks to the increased intelligence of the general public this new spread fast.

Gone are the days when the people got their news from the local gossiper.

For a simple price of a handful of Coppers they could get the Bi-weekly update of events from around their nation, and at the same time the beginning of advertisements paid for by Businesses and merchants looking to increase their clientele.

Payment for this would be given to the state, and depending on the payment given it would either affect the City, Province, or Nation as a whole, which overall meant that the newspapers were operating as another source of government wealth.

The success cases from his Population growth plan were also bearing fruit as a number of rewards had already been handed out to the prostitutes working in the state run brothels.

As Latinium or Romanus had not yet existed for a full 9 months these women had conceived before this policy came to be, however their option to sell their children to the state and then taking up the positon to create more for them was the true intention regardless of how they came to happen.

These first sold children were being cared for by hired widows and once they grew utterly loyal teachers would begin the process of indoctrinating these children into becoming the beginning members of Julius's true inner circle, Assassins, Diplomats, Generals, etc.

Each time a child was "purchased" Yuri would scorn Julius if the report stated the delivered baby was a Girl.

Her teasing of how easy it was for him to develop a harem was near endless, some of these children would become future palace maids but it's not like he's going to be laying his hands on them... Yuri really has such a low opinion of Julius when it comes to other women... or maybe his policy of purchasing children even if she understood the reason why he put forth such a policy to begin with.
