If the leaders didn't have ABSOLUTE strength the planet would have fallen long ago. Here strength is human and the only acceptable thing. Even Strong and hideous monsters are admired while even the hottest women wouldn't be pitied if she was weak. In this world strength is law no matter how it is acquired.
