At the end of Guozhi's explanation, he clarified for Kaito that because Kaito is a special student at the Kamigami Institute, he is entitled to free tuition for most lower-ranked skills, such as E or F Rank, but when it comes to A Rank Martial Arts, he only gets a small 10% discount.

Like everyone else, Kaito knows that the A Rank Martial Arts are very powerful and desirable, and therefore also very expensive. He can't afford them yet, but that hasn't discouraged him.
