Levin was a hidden danger to him. Rave always told himself that. However, due to some circumstances, he couldn't really avoid him even if he wanted to. 

Compared to the danger that was sprouting in his heart as he continued being with the alpha, he showed even more importance to the information about the organization that Levin had access to. 

And after being part of the official organization, it was inevitable that they would be together. Even more so as they both were tasked to be together by the emperor under the guise of looking after him, both for security and to test him.
