He didn't return to Sanctuary but contacted Sareth through a Demon Eye left on the ground.

Sareth had actually had a premonition that Roy would leave him on Sanctuary, so he wasn't too surprised after hearing Roy's decision. He was just extremely reluctant to see them leave.
