it's gonna be too easy if mayor get killed right away, From the mayor's side: he had the support of the merchants' guild and the knights' faction, also he can hire mercenaries if he wants to suppress the main character, but he is mayor after all, if he blatantly tries to undermine a noble, he will get trouble with another noble, especially higher rank. so, he needs justification or some scheme to kill the main character. From mc side: he cannot kill him suddenly, first mayor had so much support from merchant guild with money and connection he can hire mercenary/assassin and even turn whole knight faction loyal to him, with this amount of support the mayor can easily crush the mc force, without his force how the main character can govern his fiefdom. Second, the mc didn't know who mayor biggest backer, mayor is often pick from house of merchant who had tie to republic, who know if he is puppet installed by the republic to spy the empire, if the main character try to kill him right away, he will get trouble from his biggest backer without knowing who they are, so he need to know what kind of power that backing the mayor, if he is lucky he can frame him collide with the republic and the empire have casus belli to war against the republic. Third is strength, I'm not saying the main character is weak but it's not enough, he need to level up his resurrection skill and hp regeneration to keep up with the enemy, after all he just a baron that only had 250 soldiers, as for combat he had upper hand with his blood pack skill, he can spam as many as he wants, But the drawback is he will get conflict with the church because this skill is actually dark magic that turn user into madness and let chaotic energy to take over the body, what can I say the main character is not overpower but he is strong as an individual not as a whole.
