Yeah, in theory he is younger. But again there was no actual original source to say they weren’t and can be taken as artistic liberty here… like many things in Naruto, because the author(publishers whatever) didn’t care about consistency as much as they wanted a “cool” story…

That sadly is actually completely fannon as he is given NO cannonical age, doesn’t help that ages for even key characters like Kakashi were not consistent either as originally he was 3-4 years younger then his team then got a age bump to be the same age…

Meanwhile other people estimated him to be 16, there however is no clearly given timeline for his age and is all just fannon NOT cannon

Mind you Kakashi was 26 at the start of Part 1, Shisui himself was ESTIMATED as 19-20 5-6 years ago before that when he died… meaning he could be roughly the same age, younger or older then Kakashi whose age is also inconsistent as originally he was 3-4 years younger then Obito and Rin but got moved up in age later…

But it really doesn’t matter that much, everyones older then the naruto generation has major timeline inconsistencies. For all we know he could be 6-7 graduating with Kakashi, definitely a yoing prodigy but potentially overshadowed…
