He’s struggling because he doesn’t want to kill Kamo. If he wanted to, he could just “don’t move” and cut his head off. He gets stronger relatively quickly so don’t worry too much if the relative weakness is really holding you back from enjoying the fic.

Gotta be. Otherwise, why not summon a shikigami slightly above your current for free, run away while you opponent fights it, it dies, summon it again, run away, repeat until the opponent is weak enough for you to take?
