Pretty much boil down to jack own personalities, wolverine claw are sharp, but jack for now can only break adamantium with the help of his staff, which explain why he get scratch in hand to hand, mind you jack only try to match wolverine, once he see logan took out his claw, he assess should he use his staff or not. and imo if he just go all out in every fight he will not enjoy it, which in this one his goal to begin with
