He tried to do things with minimal bloodshed which got him and his family killed. Honor wouldn't demand he just turn them in, honor and loyalty are 2 different things. Honor would demand he do what's morally right, like having the line of succession pass over her bastard children without bloodshed. whereas loyalty would demand he do whats expected of his station and tell the king. which we all know Robert would order them to be executed and start a war if he believed Ned. He was too trusting of others like Baelish and too good of a person, by your standards he is no longer honorable because he hid his nephew from the king to protect him. his refusal to let his nephew die is extremely honorable since the kid is innocent.
